WebI did a really crude, but simple method in Windows 10. Get your linux ISO from whereever (I used linux mint) use rufus to create a bootable install. In rufus, select the linux ISO, and then the "trick" is, set the persistant partition size to whatever you want your windows accessable storage parition to be.
